I came across this note which is loaded with useful information on National 
Language Support, Globalization and UTF-8.

Although it's written for the APPS, APPS is a monster that is build on top of 
most if not all of ORACLE product offerings to if you know how to make APPS NLS 
compliant you should have easier time doing it with any other ORACLE product.
