ORA-12154 when using sqlplus on WinNT - tnsping works

Issue

You are using SQL*Plus: Release 10.2.0.1.0 to connect to a remote database 
server using a TNS alias defined in the tnsnames.ora file - it fails with the 
following error:

   ORA-12154: TNS:could not resolve the connect identifier specified

At the same time tnsping of the same TNS Alias works fine.

SOLUTION

Apply patch# 5337014 - p5337014_10203_WINNT to your Oracle Client installation.
